The Oculus Rift uses one USB and one HDMI cable, however the Oculus Rift S uses one USB and one displayport cable. So my "Oculus ready" laptop can't use the oculus I just spent over $400 on until I hopefully find a way I can get a third party adapter to plug into the type-C since HDMI adapters allegedly don't work for it.

This observation was consistent with all my current xp11 PCVR headsets (Vive Pro, Rift cv1, and Q1 wireless w/VD). I'm not using my Q1 w/Link right now since even with the latest Oculus v23 update it's performance still pales in comparison to wireless. I'll probably give it a go when Oculus provides further Link update improvements.

Making changes to almost all the other settings makes very little difference but the stuttering occurs (frame drops) when large amounts of textures are loaded or moving fast within the scene. This shows itself most moticably in cities as the number of textures is much more than on the open road (especally if you have traffic).

Dropped frames that cause discomfort are not worth better quality graphics. Don’t rely on Asynchronous SpaceWarp (ASW) to hit rendering frame rate. ASW generates intermediate frames based on very recent head pose information, if your application begins to drop frames. It works by distorting the previous frame to match the more recent head pose.
